EU4Energy Regional Onsite Training on Regulation of Infrastructure to Support the Energy Transition
This intensive two-day course delivers a comprehensive analysis of the EU regulatory framework governing electricity infrastructure development across both transmission and distribution levels. Participants examine core regulatory, financing, and permitting challenges alongside the decision-making role of National Regulatory Authorities (NRAs) in network planning. The curriculum details cross-border investment mechanisms under the TEN-E Regulation—including Cross-Border Cost Allocation (CBCA), Project of Mutual Interest (PMI) status, and Connecting Europe Facility (CEF) funding preconditions. Additionally, leveraging EU-27 cross-country comparative insights, the program explores distribution network development planning, regulatory incentives, tariff regimes, and grid connection procedures to equip regulators and policymakers with actionable tools for supporting the energy transition.

Course Context
Designed for representatives of National Regulatory Authorities, Line Ministries, and System Operators from Eastern Partnership (EaP) countries, this training addresses the critical need to modernize electricity infrastructure to support the clean energy transition. As EaP nations align more closely with European energy frameworks, understanding the mechanics of transmission planning, distribution-level regulation, and cross-border integration becomes essential for national energy security and regional market integration.
Hosted by the CEER Training Academy under the EU4Energy Phase III initiative, the program bridges theoretical EU regulation with practical execution. By covering both high-level mechanisms (such as the TEN-E Regulation, PMI designation, and CEF funding) and operational distribution grid practices (such as network tariffs and connection requests), the course empowers regional decision-makers to design robust regulatory frameworks, optimize network investments, and foster cross-border cooperation.
