CEER Executive-Level Seminar on Implementing the New Frameworks

This intensive and exclusive one-day onsite programme provides a unique opportunity for participants (Commissioner-level and senior-level NRA staff) to learn and exchange views on the implementation of the Electricity Market Design Framework (published in the OJ on 26th June 2024) and the Gas/Hydrogen Decarbonisation Package (published in the OJ on 15 July 2024). Based on the CEER 2022-2025 Strategy “Empowering consumers for the energy transition”, the changing needs for regulation to contribute to the energy transition by adapting their regulatory tools in times of change will be analysed and looked at. We’ll also take a look at the draft CEER 2026-2029 Strategy “Ensuring regulatory stability and citizen engagement amidst change to reach the decarbonisation goals”.

Course Director 

Annegret Groebel

Dr Annegret Groebel is Director of International Relations at the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway (BNetzA). Dr Groebel has worked for BNetzA since 1998. She has been CEER President since January 2019 and was a Vice President of CEER since 2012. She has also chaired the CEER Market Integrity and Transparency (MIT) Working Group since 2013. She is a member of the Board of Regulators of the Agency for the Cooperation of Energy Regulators (ACER) and is also involved in the work of the Independent Regulators Group (IRG) and the Body of European Regulators for Electronic Communications (BEREC). Dr Groebel has a Ph.D in Economics from the University of Mannheim.
