This interactive onsite course explores the evolving roles of Distribution System Operators (DSOs) under the new legislative framework shaped by recent energy crises and the energy transition. Key topics include network planning, flexibility, digitalisation, data exchange, and future gas networks.
Participants will examine DSO challenges in implementing the Clean Energy Package, how to collaborate on digitalisation, and what investments are needed for the energy transition through expert input, group work, and national case studies.

Frédéric Marijsse
Frédéric Marijsse has over 20 years' experience in the Belgian energy sector. He played an active role in the implementation of liberalisation, in particular in relation to the regulation of network companies.
Mr Marijsse spent a significant part of his career as a senior manager with a major distribution network operator. He was responsible for negotiations with regulators and was head of the departments responsible for budgeting, tariffs, controlling and accounting. A permanent invitee to the Executive Committee, he played an active part in the company's strategic decisions.
Building on this experience, Mr Marijsse joined the Institut Luxembourgeois de Régulation in 2020, to take part in the implementation of the energy transition and future developments in the energy sector, this time on the regulator's side.

Leonardo Meeus
Leonardo Meeus is an academic who engages with EU policy and regulation, with a focus on the energy sector, and electricity markets.
He is a professor at the European University Institute where he is the Director of the Florence School of Regulation and the Loyola de Palacio Chair in the Robert Schuman Centre. He is also part-time professor at the KU Leuven in the engineering department.
Leonardo contributed as author, reviewer and editor to academic journals in regulatory economics, energy economics, energy law, electrical engineering, operations research and management. He published the open access book “The Evolution of Electricity Markets in Europe”.

Tomas Gomez
Tomás Gómez is a Professor of Electrical Engineering at Comillas University.
He has been the Director of Instituto de Investigación Tecnológica and
Vice-Rector of Research, Development, and Innovation at Comillas. His
areas of interest are economics and regulation of the energy sector,
operation and planning of transmission and distribution systems, and
integration of renewable and distributed energy resources in power
systems. He served as commissioner at the Spanish Energy Regulatory
Commission (CNE).
