The new legislative framework that developed both in response to the energy crises and in preparation to the energy transition means new roles for distribution system operators (DSOs) including those assigned to new areas of activity. Regulators therefore need to understand those areas and consider where (and what type of) regulation might be necessary. What are DSOs’ challenges when implementing the Clean Energy Package? How can they work together towards digitalisation and cooperate for better data exchange? What investments do they need for the energy transition. This CEER tailor-made three-day course will give an overview of the DSOs’ roles as defined in the Clean EnergyPackage. Investments in the grid have a new focus; cooperation between DSOs and TSOs has evolved and will evolve; and the regulators’ role in ensuring the proper governanc framework and arrangements to facilitate effective coordination for network planning and system operation, including enabling flexibility and demand side management, are key aspects, along with the potential use

of alternative connection agreements. How the DSO can actively cooperate in flexible markets (especially local) and what type of role they are called upon to enable EV’s and charging infrastructure to have access to electricity markets. The needed intense data exchange exercise calls for closer examination. Finally, how regulation, and particularly energy regulation, can support such a new bundle of duties is part of the reflections that will be discussed in this course.

Veli-Pekka Saajo 

Heading the Network Regulation Section at the Finnish Energy Authority has given him the opportunity to create regulations and regulatory models of network operators. Serving the Energy Authority as a member of the executive board, allows him to take a part in leading the Authority in implementing Finnish and European energy and climate policies. He currently chairs the Distribution Systems working group at the Council of European Energy Regulators. The DS WG has published several papers and studies on flexibility and smart energy solutions with a regulatory view. He is actively participating in discussions and events related to regulatory challenges and energy transition

Tomas Gomez

Tomás Gómez is a Professor of Electrical Engineering at Comillas University. He has been the Director of Instituto de Investigación Tecnológica and Vice-Rector of Research, Development, and Innovation at Comillas. His areas of interest are economics and regulation of the energy sector, operation and planning of transmission and distribution systems, and integration of renewable and distributed energy resources in power systems. He served as commissioner at the Spanish Energy Regulatory Commission (CNE).
