CEER Specialised Training on REMIT Implementation and Trading in Wholesale Energy Markets

This first edition of the CEER Specialised Training on REMIT Implementation and Trading in Wholesale Energy aims to equip NRA staff and other energy professionals with the knowledge and tools to navigate the complexities of the revised REMIT, including its obligations, prohibitions, and enforcement mechanisms, also taking in consideration other legislation affecting market abuse in energy markets. Participants will also better understand energy trading and how it is conducted in European electricity and gas markets. 

This course is presented by practitioners and includes hands-on trading simulations (participants are requested to bring their own laptops) and a trading floor visit (provided that the trading floor operator approves participants' visit request). The first two-days training are open to NRAs and to the public (professionals working in the energy sector). The third day, focused only on REMIT implementation and coordination, is exclusively for NRAs and other Rugulatory Institutions, icluding ACER and the EU Commission.

This comprehensive training course offers an in-depth analysis of the revised EU Regulation on Wholesale Energy Market Integrity and Transparency (REMIT), focusing on its critical role in preventing market abuse and promoting fair competition in wholesale energy markets. It also provides a practical understanding of trading strategies in the Electricity and Gas Markets.

Participants will gain a solid overview of the energy markets, exploring the complex dynamics of supply and demand for electricity and gas. These markets encompass production, trading, and supply, in a fast-evolving environment moving towards the decarbonisation of the energy system with end consumers ultimately bearing the cost through energy bills. A sound understanding of these mechanisms is essential, given their influence on global economies, energy security, and financial markets.

The course includes interactive discussions on trading strategies for electricity and gas, live trading simulations, and a visit to an actual trading floor—offering participants valuable hands-on experience.

The third day of the course is exclusively dedicated to staff from National Regulatory Authorities (NRAs). It will focus on the implementation and coordination of the revised REMIT, equipping NRA professionals with the expertise needed to conduct effective monitoring and surveillance of wholesale energy markets at the national level.

This session will cover:

  • REMIT provisions and enforcement mechanisms
  • Detection and investigation of market abuse
  • Interaction with financial market and antitrust regulations
  • National case studies


Special attention will be given to how the energy transition is reshaping wholesale markets and the implications for NRAs in the context of REMIT and the upcoming REMIT-II framework.

ANNEGRET GROBEL

Dr Annegret Groebel is the Director of International Relations at the German Regulatory Authority for Electricity, Gas, Telecommunications, Post and Railway at BNetzA. Dr Groebel has worked for BNetzA since 1998. She has been CEER President since January 2019 and was a Vice President of CEER since 2012. She has also chaired the CEER Market Integrity and Transparency (MIT) Working Group since 2013. She is a member of the Board of Regulators of the Agency for the Cooperation of Energy Regulators (ACER) and is also involved in the work of the Independent Regulators Group (IRG) and the Body of European Regulators for Electronic Communications (BEREC). Dr Groebel has a Ph.D in Economics from the University of Mannheim.

ESTHER ESPEJA

Since 2013, Esther is serving as Director for Energy Derivatives Markets at the Spanish Regulatory Authority (CNMC). On 2014, Esther was appointed the Spanish alternate member of the Board of Regulators (ACER Decision AB nº 03/2014). Prior to joining CNMC in 2007, Esther worked as consultant in energy and economic issues in the private sector for 5 years. Her division is responsible for the REMIT implementation in Spain, the supervision of forward markets and the validation of several energy auctions, including the analysis of regulatory proposals for energy market mechanisms. Esther is also member of the Technical Committee of the MIBEL, regularly meeting with the Spanish and Portuguese financial and energy regulators. Esther holds a B.A. in Economics (UCM) and a MSc. in Economics and Finance (CEMFI). She has strong skills in economic analysis, microeconomics and finance, as well as in monitoring of wholesale energy markets.
