This CEER online course will provide participants with a comprehensive overview of the European Institutions' powers and the decision-making procedures within the European Commission, the European Parliament and the Council of the European Union.

When a legislative action is considered necessary at the European level, the initiative will indeed pass through a number of stages before it officially becomes an EU law.

This course aims to provide an overview of the EU Policy Cycle, describing the role of all the Institutions involved and analysing the ordinary legislative procedure, the special one as well as the procedures establishing secondary legislation.

The first part of the course will give and overview and assessment of the roles of the various EU Institutions relevant for the legislative process. This year the focus will be on new Infrastructures, Citizen Package and Electrification Plan as well as on the new NRAs  competences when implementing adopted legal texts in the EU. The final session will be dedicated to how National Stakeholders fit into the policy process and can prepare to participate effectively in EU meetings.

In particular, participants will be able to explore and discuss the role of the Council of European Energy Regulators (CEER) in the EU decision-making process and how advocacy strategies can be built and implemented in the upcoming parliamentary term.

NADIA HORSTMANN

Dr. Nadia Horstmann is head of Section at the German energy regulator Bundesnetzagentur and responsible for the coordination of the international relations in the energy and postal sector. She is leading both the Energy Policy Unit and the Reporting and Benchmarking Task Unit of the Council of European Energy Regulators. She is member of the Board of Appeal of ACER. Dr. Horstmann has been a lecturer in various universities (recently at Heinrich Heine University in Düsseldorf and at Sciences Politique/ENA Strasbourg). She has publications on various topics related to the legal framework of the Energy market liberalisation.
