Communication Strategies and Negotiation Skills (Mini-Training)
The course is developed in two parts:
- The first one will focus more on the planning of an effective communication strategy when communicating energy-related news with external parties.
- The second one will be based on the importance of negotiation skills as an essential tool to achieve the desired result when dealing with external stakeholders.
The course includes both theoretical and practical aspects on how to convey news and delivering drawing messages.

Course Context
National
Regulatory Authorities (NRAs) have an important role to play in informing the
public about energy markets.
This task often
falls on communication professionals who must navigate the challenge of
communicating sensitive information to a wider audience through mass media. A
communication strategy is an essential planning document for any organization,
but it is often written only formally. During the course, participants will
learn how to prepare an effective and usable communication strategy to use in their
daily work.
Crises are an integral part of regulatory work. A crucial tool to be
prepared for any crisis, is the crisis communication risk matrix. During
the lecture, participants will learn how to prepare it and how to use it in
practice.
Social media is also an important communication
channel to take in consideration in this context. Experts from NRAs will share
its experience on how to use them to strengthen the image of the regulator and
educate the population about regulated industries.
Being the energy sector become more closely linked to
wider political and social issues, policy debates and consultations have
significantly increased. Learning about how to negotiate successfully to
address various challenges in energy negotiations become also essential to navigate
complex deals, achieve the desired goal and secure favorable outcomes to its own
NRA.
Course Outline
Džeina Šteinberga
Džeina Šteinberga, Mg. sc. soc. has been the Head of External Communications at PUC since the summer of 2023. She has been working in the field of public relations for more than 10 years, including in both the private and public sectors, including the Office of the Prime Minister of Latvia. Before that, she spent a long time in journalism and was also a lecturer at the University of Latvia. She feels most comfortable in crisis situations while her passion is creating various strategies.
