This introductory course is focused on explaining the fundamentals of EU energy policy and regulation, building on similar successful courses held in previous years. It will comprehensively explain the key aspects of EU electricity and gas regulation, including the latest developments, theories, and practices across the energy cost chain, from wholesale markets to networks and retail issues.
Attendees will be provided with a clear understanding of the economic and legal frameworks that have been developed in European energy regulation, including an explanation of the main institutions and participants involved.
The course brings together CEER’s senior regulatory practical knowledge and expertise. By combining academic foundations and practical on-the-job regulatory experience, the course seeks to build the operational understanding, capacity, and tools for newer NRA staff members, which they can then apply in their work.
The course is ideally suited for newer staff members within National Regulatory Authorities (NRAs), European Institutions and other public authorities.
While it is highly recommended to attend both modules, participants can still gain significant value from attending just one. Learn how to create amazing products for Beginners & Advanced professionals. The skills you need to become a real professional. Thrive in your career.

Koen Locquet
Koen Locquet currently serves as the President of the Commission for Electricity and Gas Regulation (CREG), the Belgian energy regulator. Previously, Koen worked for several Ministers of the Federal Government, where he held responsibilities ranging from for finances and budget, to legal issues, economy, and the liberalisation of the energy sector. In 2003, he served as the Deputy Director at GeFin, a cooperation of local financial public companies associated with the Belgian mixed DSOs in the energy sector. Koen holds a master’s degree in law.

Johan Allonsius
Johan Allonsius currently serves as the Principal Advisor at CREG. His primary responsibility involves the analysis and approval of ex ante tariff proposals and ex post reporting for the Belgian transport network, storage installations, and LNG terminal infrastructure. Before joining CREG, he worked for more over 10 years in the mergers and acquisitions department of a major French bank.

Jorge Vasconcelos
The first chairman of the Portuguese Energy Regulatory Authority from 1996 to 2006, Jorge Vasconcelosco is also the founder, first chairman (2000-2005) and an honorary member of CEER. Additionally, he founded and was member of the executive committee of the Florence School of Regulation in 2003. Since 2007, he has chaired New Energy Solutions (NEWES) and has been an invited professor at the Technical University of Lisbon in the special programme MIT/Portugal on Sustainable Energy Systems.
