Introduction to Energy Regulation: Modules I & II:

This course provides a practical introduction to the EU energy regulatory framework and the functioning of electricity and gas markets. Participants will gain an understanding of the role of energy regulators, the EU policy and legislative context, and key regulatory tools used in the sector.

Module 1 focuses on the EU energy policy landscape, the role and competences of regulators, and the regulatory framework governing electricity and gas networks. It also covers network development, investment planning, and tariff regulation.

Module 2 explores electricity and gas market design, consumer protection, and flexibility in energy systems. The course also addresses emerging regulatory challenges, including digitalisation, cybersecurity, system resilience, and cross-border coordination, supported by practical discussions and case studies.

Welcome online class DATE AND TIME (TBC)

Individual preparation for the course includes a literature review, reading materials and preparation of course work. The online session is dedicated to explaining what participants will be required to prepare for the assignments and associated deadlines. The session will also include a tour de table to understand what the participants’ expectations are and what they would like to learn during the training.

Jorge Vasconcelos

The first chairman of the Portuguese Energy Regulatory Authority from 1996 to 2006, Jorge Vasconcelosco is also the founder, first chairman (2000-2005) and an honorary member of CEER. Additionally, he founded and was member of the executive committee of the Florence School of Regulation in 2003. Since 2007, he has chaired New Energy Solutions (NEWES) and has been an invited professor at the Technical University of Lisbon in the special programme MIT/Portugal on Sustainable Energy Systems.
