As energy networks evolve to support the clean energy transition, economic regulation must adapt to new challenges. National Regulatory Authorities (NRAs) are required to balance cost efficiency, security of supply, and consumer protection while enabling the integration of renewable energy, digitalisation, and innovative technologies.


This three half-day online training programme provides regulators with a practical understanding of modern network regulation, combining key regulatory concepts with European case studies. Participants will gain valuable insights into allowed revenues, efficiency benchmarking, and the design of future-proof network tariffs.

Energy networks are undergoing a profound transformation to support Europe's clean energy transition. As electricity and gas systems become increasingly decentralised, digitalised, and integrated with renewable energy sources, National Regulatory Authorities (NRAs) face growing pressure to ensure that regulatory frameworks remain effective, transparent, and fit for purpose. At the same time, regulators must balance long-standing objectives such as cost efficiency, security of supply, and consumer protection with the need to encourage innovation and investment.

Against this evolving landscape, economic regulation is becoming more sophisticated. Traditional cost-based approaches are increasingly complemented by incentive regulation, efficiency benchmarking, and new methodologies for determining allowed revenues and designing network tariffs. Regulators must also consider how emerging technologies, including Artificial Intelligence (AI), may influence future regulatory frameworks and network operations.

This tailor-made CEER training programme will help deliver energy regulators this expertise. The programme will cover the fundamental principles of incentive-based economic regulation, including allowed revenue methodologies, efficiency benchmarking, and network tariff design. Participants will also explore practical case studies from across Europe and examine how innovation and emerging technologies are shaping the future of energy network regulation.
COURSE DIRECTOR

SÉRGIO CRUZ

Sérgio Cruz is an Economist at the Portuguese Regulatory Authority for Energy Services (ERSE), where he has worked in the Financial and Economics Department since 2018. With experience in energy regulation, his main responsibilities include setting macroeconomic and financial frameworks as well as developing technical studies that support the definition of allowed revenues.


Sérgio is currently one of the co-chairs of Incentives Regulation and Benchmarking Working Stream (IRB-WS) at CEER where European regulatory frameworks and efficiency analysis are conducted. Sérgio has been conducting a PhD in Economics at ISEG (University of Lisbon) where his research focuses on the impact of energy transition on income-demand electricity elasticity.

FRANZISKA HENRICH 

Since 2024, Dr. Franziska Henrich serves as statistician and data analyst at the German regulatory authority, Bundesnetzagentur. She works in the areas of incentive regulation and benchmarking and is responsible for the international affairs in these areas. In the course of introducing the energy transition competence to the German regulatory framework, she developed a digitalization index for network operators.

Currently in her second term, Franziska holds the position of Chair of the CEER Incentive regulation and benchmarking (IRB) Workstream, being responsible for one of the most popular CEER publications, the Regulatory Frameworks Report and an upcoming WACC analysis among network operators. On ACER side, Franziska accompanies the international Gas TSO benchmark.

Franziska obtained her PhD rer. nat. from the University of Freiburg (DE) and holds a MSc in Mathematics and two BSc in Mathematics and Psychology.

TOMÁS GÓMEZ

Tomás Gómez is a Professor of Electrical Engineering at Comillas University. He has been the Director of Instituto de Investigación Tecnológica and Vice-Rector of Research, Development, and Innovation at Comillas. His areas of interest are economics and regulation of the energy sector, operation and planning of transmission and distribution systems, and integration of renewable and distributed energy resources in power systems. He served as Commissioner at the Spanish Energy Regulatory Commission (CNE).
