This two-day interactive training course focuses on promoting energy system flexibility as a key enabler of the clean energy transition in Eastern Partnership countries. Designed for regulatory authorities and energy experts, it provides a clear overview of EU policy drivers and the evolving regulatory frameworks needed to integrate higher shares of renewable energy. Through a mix of expert presentations and practical case studies, participants will explore key topics such as non-fossil flexibility needs, market design solutions, demand response and aggregation models, and the role of dynamic pricing and new residential flexibility sources.

This course is
designed for:
- Representatives of NRAs and line Ministries of EaP countries (Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine). Those i) who are responsible and/or dealing with issues related to renewables, markets and policies, ii) any NRA and line Ministry staff from EaP countries who are dealing with cross-cutting areas to foster renewables integration.
- A maximum of 3 representatives in total from each EaP NRA and line Ministry can participate in the training.

Course Context
Building upon the
capacity-building activities implemented under CEER’s EU4Energy Phase II, CEER
continues the provision of professional training courses to energy officials
and experts from the Eastern Partnership (EaP) countries (the Republic of
Armenia, the Republic of Azerbaijan, Georgia, the Republic of Moldova and
Ukraine – beneficiary countries).
This two-day interactive training course focuses on promoting
energy system flexibility as a key enabler of the clean energy transition in
Eastern Partnership countries. Designed for regulatory authorities and energy
experts, it provides a clear overview of EU policy drivers and the evolving
regulatory frameworks needed to integrate higher shares of renewable energy.
Through a mix of expert presentations and practical case studies, participants
will explore key topics such as non-fossil flexibility needs, market design
solutions, demand response and aggregation models, and the role of dynamic
pricing and new residential flexibility sources.
Special attention is given to storage and co-location, as well as
identifying and addressing barriers to flexibility. The course also highlights
the growing role of distribution system operators, including flexible
connection agreements, innovative tariff structures (e.g. for EVs), and the
development of local flexibility markets. Interactive discussions and real-life
examples ensure participants gain practical insights to advance flexibility and
support the clean energy transition in their national contexts.
