The Clean Energy for All Europeans Package (CEP), adopted in July 2019, introduced an improved electricity market design in Europe. Since 1 January 2020, all provisions of the new Electricity Regulation (EU) 2019/943 have become applicable to electricity markets, and the provisions of the new Electricity Directive (EU) 2019/944 have been transposed into national laws. Despite early preparations, National Regulatory Authorities (NRAs) still face numerous challenges in implementing the established legislative requirements.

While some outstanding issues remain to be resolved and common understandings and approaches are yet to be developed, the electricity market system has been challenged by the ongoing system transformation and energy crises.

On 14 March 2023, the Commission proposed to reform the EU's electricity market design to accelerate the surge in renewables and the phase-out of gas, reduce consumers’ bills dependency on volatile fossil fuel prices, enhance consumers protection against future price spikes and potential market manipulation, and foster a cleaner and more competitive EU industry. The European Union co-legislators, the European commission, Parliament, and Council reached a provisional agreement on the text in December 2023.

To address the missing links of the clean energy transition and deliver the European Green Deal, the European Commission provided additional strategic guidance through two wind power initiatives presented in October 2023. These initiatives aim to accelerate wind energy manufacturing and deployment in Europe: the European Wind Power Action Plan (COM/2023/669) and the Communication on achieving the EU’s offshore wind ambitions (COM/2023/668). Additionally, the European Grid Action Plan (COM/2023.757), presented in November 2023, aims to strengthen Europe’s electricity grids, increase their interconnectivity, and ensure they are more digitalised and cyber-resilient.

Course Outline

This tailor-made CEER online training programme is designed for NRA experts with a general background in the sector or experienced participants who wish to improve or update their knowledge and expertise to effectively navigate the implementation phase of the Clean Energy Package and the associated challenges of electricity market design reform.

Participants will review the fundamentals of electricity market design, benefit from the insights on new key developments and challenges and receive up-to-date information about important issues currently being discussed and developed by NRAs.

An overview of other European initiatives, such as the EU Strategy on offshore renewable energy, the European Wind Power Package, and the EU Action Plan for Grids, which directly impact the electricity market, will be also included in the programme.
At the end of each session, time will be allocated for Q&As, discussions and exchanges with the trainers and other participants.

Individual preparation for the course including literature review, reading materials and preparation of course work.


Week 2

DAY 1 – 9:15-13:00 (CET) ON 8 April 2025

The session will include an overview of the general principles of electricity market design in Europe and will address the main objectives of the ongoing European electricity market design reform. This session will also provide an overview of the key features and challenges in the implementation of electricity market design across Europe.

DAY 2 – 9:15-13:00 (CET) ON 9 April 2025

The session will focus on the European electricity grid as an enabler for the EU’s rapid clean transition and the importance of cross-border capacity to integrate off-shore wind power. Additionally, the session will cover the challenges associated with the participation of third countries in the EU electricity market.

DAY 3 – 9:00-13:35 (CET) ON 10 April 2025

The session will delve into specific electricity market design features and energy pricing models.
COURSE DIRECTOR

JOHAN ROUPE

Since 2004, Johan Roupe has served as Legal Adviser, reaching the senior level in 2008, at the Energy Markets Inspectorate. He is responsible for legal analysis, drafting legislation, and reviewing of cases and international affairs both in legal working groups and in more specific sector working groups. Currently in his second term, Johan Roupe holds the position of Vice-Chair of the CEER Electricity Working Group.

From 1998 to 2004, Johan worked as Desk Officer focused on Competition Law. He represented Sweden in Council Groups and Commission Working Groups and in State Aid matters (including Energy).

Additionally, Johan has served as Seconded National Expert, at the European Commission, DG COMP, from 1999 – 2002. In this capacity, he handled cases was involved in drafting Commission Decisions, among other responsibilities.

TOMÁS GÓMEZ

Tomás Gómez is a Professor of Electrical Engineering at Comillas University. He has held within the university various leadership roles, including Director of the Instituto de Investigación Tecnológica and Vice-Rector of Research, Development, and Innovation.

His areas of interest encompass economics and regulation within the energy sector, as well as the operation and planning of transmission and distribution systems. Additionally, he works on the integration of renewable and distributed energy resources into power systems.

Tomás has also served as commissioner at the Spanish Energy Regulatory Commission (CNE).
